Indonesian CCS Legal and Regulatory Workshop

Indonesia’s CCS Center of Excellence (CoE) – i.e., Bandung Institute of Technology (ITB) and Research and Development Centre For Oil and Gas Technology “Lemigas” – in cooperation with the Asian Development Bank (ADB) host a two-day workshop that focuses on the development of a legal and regulatory framework for CCS in Indonesia in Bandung, Indonesia on 25-26 October 2017. The objective will be to map out actions to enable near-term CCS pilots and demonstrations and, in the longer-term, commercial operations. The workshop will be targeted at government policymakers, and draw on with work of the ITB CCS CoE and international expertise on CCS law and regulation.

 

The workshop will focus on laws and regulation relating to CO2 storage. While CO2 capture and transport are fundamental to CCS, they are similar to industrial activities practiced and regulated in Indonesia (e.g., gas treating). CO2 storage will likely involve activities not contemplated by existing law and regulation.

 

The first day will include introductory remarks from the various entities involved in the workshop, a technical overview of CCS, relevant examples of the approach to law and regulation taken in other countries, and discussion on the gaps and barriers in Indonesia that builds on the CoE’s analysis. Discussions during the second day will focus on specific questions of particular relevance to Indonesia, and participants will be asked to join breakout groups to debate potential solutions.

 

One potential outcome from the workshop will be a shared Indonesian action plan for developing the legal and regulatory framework for CCS.
